A Message to Our CommunityJuly 2005

Across all school reform efforts, experts agree that the key to success with students who struggle in school is quality teacher training and support.

This is why much of our work at ACOE (Alameda County Office of Education) centers on training and supporting teachers and administrators. We are proud that in this last year we provided in excel of 200 programs to more than 100 school districts, thousands of teachers and impacted more than 500,000 students throughout the county, region, and state.

ACOE has been leading and responding to new state mandates, policies, and educational reform efforts. For example, the Williams Settlement Legislation adds a new dimension to ACOE's oversight responsibilities of school districts. Stemming from a lawsuit filed in 2000, Williams opened the door to a more systematic and timely identification and resolution of deficiencies in facilities, instructional materials, and credentialed teachers in low-performing schools.

Although well-intentioned, new federal legislation falls short of its promise that no child shall be left behind. Significantly under-funded, its one-size-fits-all, sanctions-based approach does not take into account the unique needs of different school populations. Much of our work focuses on the schools that this legislation impacts most.

The charter school movement offers local communities autonomy and choice, but their rapid increase is on a collision course with the fiscal challenges of school districts.

How can we ensure choice without undermining our public schools? This is a question that must be addressed at the state level and why I formed a task force comprised of respected people representing all sides of the charter debate. The task force has recommended changes in state policy and practice that encourage an environment where charters and traditional schools can co-exist, allowing parents and children more choices within a public school setting.

We all know that educating our children well is a complex task. Working in partnership and across agencies is essential if we are to provide quality teaching; safe, supportive school environments; and enriching experiences. Education is everyone's business.
