The goal of this collaboration is to provide expectant and parenting teens with multi-level support at a single site. The Alameda County Office of Education provides academic, nursing, counseling, and vocational support services which will allow these teens to complete their high school education; to learn to become competent, caring parents; and to become successful, contributing members of society. At the site, Early Head Start provides a child-centered learning lab environment where expectant teens and teen parents can practice their parenting skills with their own children and learn self-sufficiency.
The childcare program as a whole is jointly funded by the Early Head Start grant with Child, Family & Community Services, Inc.

The program serves expectant and parenting students aged 13 to 18 who have not completed high school and who live within the San Lorenzo, San Leandro, and Castro Valley school districts.

The program's overall goals are to enable motivated students to complete their high school education, to learn to provide a safe and caring environment for their young children, to secure gainful employment, and ultimately become
fully self-reliant.

Academic course work is designed to support either graduation or a return to the student's home high school.

The Infant Care Center, through its small groups, its high staff-to-student ratios, and its parenting skills lab, combines hands-on supervision experiences with specific instruction in proper child care and family support services.

Parenting classes emphasize continuity of care modeled on the student's experience in the Infant Care Center. Support groups and counseling are also provided by Tiburcio Vasquez Health Center, Inc., and The Perinatal Council.
