    Learning & Accountability (L&A) Services is responsible for the academic oversight of all 18 county school districts. We provide curriculum and instruction, assessment and accountability, and wellness services that support more than 220,000 students and 10,000 teachers.

    L&A Services collaborates with districts to measure, monitor, and improve student learning. Our team of experts delivers tailored services based on individual district needs to support teacher development and improve measurable student success.

Areas of Work

  • Research, Assessment & Accountability Partnerships

    Research, Assessment and Accountability Partnerships (RAAP) coordinates the strategic support, review, and approval of 18 district Local Control and Accountability Plans (LCAPs). With a commitment to Results Based Accountability (RBA), we support districts' use of state and local assessments, and other measures to develop policies and practices that improve student success.

    Core Learning  

    The Core Learning Department delivers high-quality professional development to teachers, coaches, and administrators. Core Learning helps Alameda County educators implement the new California State Standards in English Language Arts/English Language Development, Math and Science while integrating technology. Our experts convene a Core Coaching Network to support content coaches to meet individual student learning needs.

    Integrated Learning

    The Integrated Learning Department provides strategies and practices for preK-12 educators, in both in-school and after school/expanded learning spaces, to engage students more deeply, and improve their understanding and achievement across disciplines and in all subject areas through intentional arts integration.

    College & Career Pathways

    Project Pathways is the fiscal agent for the $14.2 million R4 "Resilient Youth - Ready to Learn - Ready for Work - Ready for Life" grant. Our vision is for youth to flourish in equitable quality programs that lead to wellness, and which empower students with the academic tools to ensure economic success. We build accelerated career and college pathways through a collaboration of schools and agencies in Alameda and Contra Costa counties.

    Student Wellness / Tobacco Use Prevention Education Program (TUPE)

    TUPE reduces youth tobacco use by helping students make healthful tobacco-related decisions. We provide instruction and activities that build knowledge, social skills and other youth developmental assets.


    Region 4 System of District and School Support (R4SDSS)

    R4SDSS improves the academic performance of low-achieving students in high-poverty schools throughout Region 4. Region 4 is made up of 7 counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo and Solano counties.

    California Healthy Kids Resource Center

    The center supports California educators to create safe and caring learning environments, both in-school and after-school, statewide. Our services support teachers, university faculty, school nutrition service personnel, community-based organization staff, and other health education professionals.

    California After School Resource Center (CASRC)

    The center provides a library, training, and technical assistance to support educators with implementing the Quality Standards for Expanded Learning Programs.

    Region 4 Expanded Learning Programs

    The Region 4 Expanded Learning Programs Team provides technical assistance for the After School Education and Safety (ASES) and the 21st Century Community Learning Centers (CCLC) programs throughout Alameda, Contra Costa, Marin, Napa, San Mateo, San Francisco, and Solano Counties.
