Credentialing Resources
The Credentials Department provides licensing expertise to the 18 public school districts and the regional occupational programs in Alameda County. The department provides assistance in the analysis and processing of applications for credentials and permits; issues Temporary County certificates; responds to credentialing information inquiries; and serves as a liaison between the Commission on Teacher Credentialing (CTC) and the districts in Alameda County.
The Credentials Department is mandated to audit teacher assignments, register the credentials and permits held by all certificated personnel employed in Alameda County's public school districts, and vocational programs, and to report these findings to CTC on an annual basis.

Child Development Permit Instructions
Child Development Permits are available at various levels, and each level has one or more ways to qualify. You must meet all of the requirements listed in one of the available options. Be sure to review all available options and apply for the permit that best reflects your education and/or experience.
You may contact the CTC or the ACOE Credentials Department if you need assistance determining which permit is right for you.
- Create a CTC Educator Account. Click here for Instructions.
- Get fingerprinted for the CTC using the Live Scan form (41-LS).

- Fingerprinting can be done at any Live Scan location.

- Gather all required documents for your permit type, including:
- Official transcripts verifying course work, and/or
- Letters verifying experience.
Option 1: Submit an online application directly to the CTC. Direct Application Submission Click here for Instructions.
Option 2: Apply online via the Child Development Training Consortium (CDTC). The CDTC Permit Stipend Program pays the permit application fee to the CTC for eligible applicants.
Option 3: Apply through your college’s Child Development Department. Applications submitted by Child Development Permit programs at colleges get priority processing. Contact your college for additional information.
Need to renew your permit?
- All levels of the Child Development Permit can be renewed online,
- Online renewals are typically processed within 10 business days (unless additional information is requested by CTC’s Division of Professional Practices).

Want to know your application's status with the CTC?
Application processing time is 50 business days. To check the status of your application, log into your CTC Educator Account and click on the “Applications” tab. CTC will send an email to the address listed in your CTC Online profile when your application status has changed.
Transfer students that have a preliminary CTE credential should skip directly to completing the online application form. See Admissions and Enrollment.
Online Application Instructions for Educators Trained Out-of-State
An individual who completed a professional preparation teaching program outside of California may qualify to apply directly to the Commission on Teacher Credentialing (CTC) for an initial Multiple Subject, Single Subject, or Education Specialist (Special Education) credential by submitting an online application.
CTC Credential Information Leaflets:
- Multiple Subject Teaching Credential - Authorizes the holder to teach in a self-contained classroom such as the classrooms in most elementary schools.
- Single Subject Teaching Credential - Authorizes the holder to teach the specific subject(s) named on the credential in departmentalized classes such as those in middle and high schools.
- Education Specialist (Special Education) Instruction Credential - Authorizes the holder to teach in the area of specialization listed on the credential.

Apply for a Certificate of Clearance (COC). Instructions can be found by following this link under “Applying for COC and/or ASCC”.
- The COC does not authorize the holder to provide instruction or services in schools; its purpose is to provide verification that the holder has completed a professional fitness review.
- If you answer "yes" to any of the Professional Fitness Questions, you must gather all documents related to the incident and submit them to CTC.
- The COC fee is $50.00, which becomes a fee credit when you complete the application and payment process for the Preliminary credential.
Apply for a Certificate of Clearance (COC). Instructions can be found by following this link under “Applying for COC and/or ASCC”.
- Official transcripts showing conferral of a Bachelor's degree or higher from a regionally accredited institution.
- Copy of out-of-state teaching credential. Expired documents can be submitted.
And, if available: - Full English learner authorization listed on out-of-state license.
- Letter from out-of-state employer verifying two years of full-time, out-of-state, teaching experience accompanied by two satisfactory performance evaluations. Reference the CTC leaflet under “Terms & Definitions” for guidance.
Complete the application for a new credential after your COC is issued. The Direct Application Submission instructions can be found by following this link.
